The Pakistan Telecommunication Authority announced on Monday the removal of the restriction on TikTok, just eleven days after the country’s telecommunications regulator initially blocked the widely-used short-form video application due to concerns regarding inappropriate content featured on the platform. However, the authority emphasized that TikTok must proactively monitor and regulate content within its application, or it will face permanent blocking within the country.
The telecommunications regulator stated that it was removing the ban following discussions with TikTok’s leadership team, who provided assurances that content would be moderated in alignment with “Pakistani laws and accepted societal standards.” The authority also noted that TikTok currently has approximately 20 million active monthly users in Pakistan.
TikTok’s leadership has also committed to blocking accounts that consistently upload content deemed “illegal,” according to the telecommunications regulator’s statement.
“The reinstatement of TikTok is dependent on the condition that the platform will not be utilized to disseminate inappropriate or offensive material, and that societal principles will be respected. The PTA will be obligated to permanently block the application if this condition is not met,” the authority cautioned.
Pakistan initially banned TikTok earlier this month, following a “final” warning issued to the app in July. This warning expressed significant concerns regarding certain videos circulating on the platform, which were described as “indecent,” “vulgar,” and “immoral.”
Following the ban, TikTok communicated its commitment to enhancing content moderation efforts and also proposed investment in the country contingent upon the ban’s removal.
The ban also prompted discussion, with some observers (via Techmeme) suggesting it represents Pakistan’s continuing efforts to implement strict, centralized internet censorship. Earlier this year, Pakistan introduced some of the most extensive internet censorship regulations globally, which would have significantly affected American technology companies operating within the country. However, these regulations were later withdrawn after companies including Facebook, Google, and Twitter threatened to withdraw their services from the nation.
Nearby India has also prohibited TikTok, alongside numerous other Chinese applications. In India’s case, the ban was implemented due to cybersecurity considerations. Before the ban, India represented TikTok’s largest user base outside of China.
