FAA Launches Pilot Program for eVTOL Certification

The Federal Aviation Administration (FAA) has unveiled a new pilot program designed to facilitate testing of operations by electric vertical takeoff and landing (eVTOL) companies. This initiative allows these startups to conduct certain operational tests prior to achieving complete regulatory certification.

This represents a significant development for eVTOL developers. For several years, these companies have been restricted to conducting limited flight tests while simultaneously pursuing FAA approval. However, the scope of this program is defined by specific parameters.

Participation in the program necessitates collaboration between companies and state, local, tribal, or territorial governmental bodies. The FAA intends to approve a minimum of five projects, each with a potential duration of up to three years.

These projects will encompass a variety of applications, including:

  • Short-range air taxi services
  • Longer-range fixed wing operations
  • Cargo transportation
  • Logistics and supply chain management, particularly for emergency and medical needs
  • Advancements in automated flight safety

Industry Response and Timeline

As of Friday, both Joby Aviation and Archer Aviation have publicly stated their intention to apply for participation in the pilot program. Archer Aviation has indicated it will leverage its partnership with United Airlines in its application process.

The application deadline is set for December 11, 2025, with the potential for pilot programs to commence as early as 2026.
