LockBit Ransomware Developer Extradited to the U.S.
Rostislav Panev, a 51-year-old holding both Russian and Israeli citizenship, has been extradited to the United States. He faces charges related to his alleged involvement as a principal developer for the LockBit ransomware operation, as confirmed by the Department of Justice on Thursday.
Panev’s arrest occurred in Israel in December 2024, marking him as the third individual apprehended for connections to the LockBit group. Following his arrest, he remained in Israeli custody while awaiting the extradition process.
Allegations Against Rostislav Panev
According to prosecutors, Panev contributed to the LockBit ransomware group’s activities from its inception in 2019 through at least February 2024. His role involved developing the group’s malicious software and ensuring the upkeep of its operational infrastructure.
The LockBit developers, including Panev, reportedly shared in the illicit profits generated by the gang. These funds were distributed amongst the developers and the affiliates responsible for executing cyberattacks and demanding ransom from victims.
Department of Justice Statement
U.S. Attorney John Giordano emphasized the commitment to pursuing those involved in the LockBit ransomware conspiracy. He stated, “The United States will locate and prosecute any member of the LockBit ransomware conspiracy.”
This extradition signifies a continued effort by law enforcement to dismantle ransomware operations and hold individuals accountable for their roles in cybercrime.
