UK to Regulate Apple and Google Mobile Platforms

UK Regulator Proposes New Rules for Apple and Google Mobile Platforms
The Competition and Markets Authority (CMA) in the U.K. revealed a proposal on Wednesday that could designate the mobile platforms of both Apple and Google as having “strategic market status.” This designation would empower the regulator to establish new guidelines.
These guidelines could significantly alter the operation of their respective app stores and the functionality of their mobile software. The intention is to foster a more competitive app ecosystem and broaden options for users.
Concerns from Apple and Google
Both Apple and Google have voiced objections to the proposed changes. Apple specifically argues that implementing these changes could potentially weaken user security and compromise privacy protections.
A conclusive determination regarding the proposal is expected in October, following presentations from both companies outlining their positions.
Potential Impacts of the Proposal
Should the proposal be adopted, the CMA would gain the authority to tackle several key issues. These include commission fees levied on in-app transactions, the procedures for app review, and the algorithms governing app rankings.
Restrictions on developers’ access to specific technologies and default settings that may hinder competition would also be subject to scrutiny. The CMA aims to address these areas to promote a fairer marketplace.
Industry Reaction
Tim Sweeney, CEO of Epic Games – a company actively pursuing antitrust litigation against these technology companies – conveyed his dissatisfaction with the proposed roadmap.
His concern stems from the fact that the proposal does not currently facilitate the emergence of competing mobile app stores, such as the Epic Games Store. He believes greater access is needed for alternative distribution channels.
Key areas the CMA intends to regulate include:
- In-app purchase commission rates
- The app review process
- App ranking algorithms
- Developer access to technology
- Default settings impacting competition
