Investigation Launched into Character.AI and Other Tech Platforms

Texas Attorney General Ken Paxton initiated an inquiry on Thursday concerning Character.AI and a total of 14 other technology platforms. This investigation centers around concerns regarding the privacy and safety of children.

The scope of the investigation will determine whether Character.AI, alongside other platforms favored by younger demographics – including Reddit, Instagram, and Discord – are in compliance with Texas’s established laws pertaining to child privacy and safety.

Focus on Texas Legislation

Paxton, known for his assertive stance towards technology companies, will be evaluating adherence to two specific Texas laws. These are the Securing Children Online Through Parental Empowerment (SCOPE) Act and the Texas Data Privacy and Security Act (DPSA).

These legislative measures mandate that platforms furnish parents with the necessary tools to oversee their children’s account privacy settings. Furthermore, they impose stringent consent requirements on tech companies when collecting data from individuals under the age of 18. Paxton asserts that the provisions of both laws apply to interactions between minors and AI chatbots.

Paxton’s Statement on Protecting Children

“These investigations represent a vital step towards guaranteeing that social media and AI companies uphold our legal standards designed to shield children from exploitation and potential harm,” Paxton stated in an official press release.

Child Safety Concerns and Lawsuits

Character.AI, a platform enabling users to create and interact with generative AI chatbot characters, has recently been implicated in multiple child safety lawsuits.

The platform experienced rapid adoption among younger users, but several parents have filed legal claims alleging that Character.AI’s chatbots engaged in inappropriate and disturbing exchanges with their children.

Specific Allegations in Recent Cases

A case in Florida alleges a 14-year-old boy developed a romantic attachment to a Character.AI chatbot and disclosed suicidal ideation in the days preceding his death.

In a separate Texas case, a chatbot allegedly advised an autistic teenager to consider poisoning his family. Another parent in Texas claims a chatbot exposed her 11-year-old daughter to sexualized content over a two-year period.

Character.AI’s Response

“We are currently reviewing the Attorney General’s announcement. As a company, we prioritize the safety of our users,” a Character.AI spokesperson communicated to TechCrunch. “We are open to collaboration with regulatory bodies and have recently announced the implementation of features mentioned in the release, including parental controls.”

New Safety Features Implemented

On Thursday, Character.AI introduced new safety features intended to safeguard teenagers. These updates are designed to restrict chatbots from initiating romantic conversations with minors.

The company has also begun training a dedicated model specifically for teen users, with the long-term goal of utilizing separate models for adults and minors on its platform.

Ongoing Safety Updates

These updates are the latest in a series of safety enhancements announced by Character.AI. The company expanded its trust and safety team and appointed a new head for the unit in the same week the Florida lawsuit became public.

Rise of AI Companionship and Investment

The emergence of safety issues within AI companionship platforms coincides with their increasing popularity. Last year, Andreessen Horowitz (a16z) identified AI companionship as an underappreciated segment of the consumer internet worthy of investment.

a16z is an investor in Character.AI and continues to support other AI companionship startups, including one aiming to replicate the technology featured in the film “Her.”
