Starbase: A Unique Approach to Law Enforcement

Starbase operates as a municipality without its own dedicated police department, yet still maintains a law enforcement presence.

For several months, deputies from the Cameron County Sheriff’s Office have been responsible for patrolling the roads and beaches in the vicinity of SpaceX’s extensive rocket facility located in South Texas.

Formal Agreements Established

Following a vote to incorporate, the city of Starbase has now formalized agreements designating these deputies as its primary law enforcement officers.

Furthermore, Cameron County jails will serve as the detention center for individuals arrested within the city limits.

Details of the Interlocal Deals

These two interlocal agreements, approved in September and effective as of Wednesday, are comprehensive in scope.

One agreement stipulates that Cameron County will assign eight deputies to Starbase, although only two will be on patrol during any given shift.

Financial Commitments

The second agreement outlines the provision of “jail services” by Cameron County.

Starbase will pay $100 per day for each inmate housed and will also cover any additional expenses, such as medical or psychiatric care.

Rapid System Implementation

This arrangement allows for the immediate establishment of a criminal justice system, bypassing the need for extensive development from the ground up.

Such collaborations are not uncommon in Texas, particularly among smaller or newly incorporated towns lacking the resources to create a fully independent police department.

Starbase: An Atypical Municipality

However, Starbase presents a unique case.

Its population remains small, with a significant portion of residents employed by SpaceX.

The city’s formation was largely influenced by SpaceX’s acquisition of properties in Boca Chica Village and the subsequent expansion of its launch and manufacturing operations.

Enhanced Security for Events

The law enforcement contract extends beyond standard patrols.

Starbase has the option to pay for increased security during “special events,” most notably rocket launches.

These launches attract thousands of spectators to Boca Chica, necessitating a heightened security presence.

Strategic Planning and Company Town Dynamics

The provision for supplemental police coverage during special events is a strategic decision.

It underscores the fact that Starbase is not a conventional municipality, but rather a company town centered around the primary objective of frequent Starship flights.

Reinforcing County Control

The agreement highlights this dynamic.

While Starbase has its own elected officials, public safety remains the responsibility of Cameron County.

Body camera footage and other relevant records will be retained by the county, and residents with concerns regarding local policing must address them through county channels.

Currently, SpaceX has established a town tailored to its needs, but the authority to enforce laws ultimately resides with another entity.
