PayPal Expands to China & India Wallets for Easier Cross-Border Payments

PayPal Launches PayPal World for Simplified Cross-Border Transactions
PayPal announced on Wednesday a new partnership initiative with several leading global wallet providers. This collaboration aims to establish a platform, named PayPal World, designed to streamline international commerce.
The core functionality of this platform will empower users to make payments to others utilizing their preferred local wallets and payment methods.
Initial Launch Partners
The initial partners involved in this venture include India’s NPCI International Payments Limited, the operator of the UPI (Unified Payment Interface) mobile payments system.
Also participating are China’s Tenpay Global (a division of Tencent), which manages the Weixin (WeChat) payment ecosystem, alongside PayPal itself and Venmo.
Expanding Reach Through Agreements
Furthermore, PayPal has executed a memorandum of understanding with Mercado Pago, a prominent Latin American fintech company specializing in card and mobile payments. Final details of this agreement are currently being finalized.
Through these strategic alliances, PayPal intends to extend its reach to over 2 billion users globally.
A New Payments Ecosystem
“PayPal World represents a groundbreaking payments ecosystem, bringing together numerous of the world’s largest payment systems and digital wallets onto a unified platform,” stated Alex Chriss, President and CEO of PayPal.
“Addressing the complexities of cross-border money transfers is a significant challenge. However, this platform will simplify the process for nearly two billion consumers and businesses. We anticipate that the changes announced today will be transformative over time.”
How PayPal World Will Function
PayPal World will enable PayPal and Venmo users to send funds to individuals worldwide, regardless of whether they are existing PayPal users.
For example, while traveling in China, users can leverage PayPal through the Weixin payment network to make purchases from local businesses. Conversely, a customer in India can complete a transaction on a U.S. website using PayPal and their UPI wallet.
Significant Transaction Volumes
The combined user base and transaction volumes of these wallet systems are substantial. Mercado Pago reported a total payment volume of $58.3 billion in the first quarter of 2025.
In India, UPI transactions exceeded $238 billion in June alone, as per data from NPCI.
Tenpay Global’s Role
Tenpay Global is also focused on enhancing remittance frameworks and facilitating cross-border peer-to-peer payments.
“Tenpay Global is pleased to support PayPal and Venmo users in making payments by scanning Weixin Pay1 QR codes, thereby increasing access for global digital wallets to transact within mainland China,” said Wenhui Yang, CEO of Tenpay Global. “In addition to payments, Tenpay Global will deepen its collaboration with PayPal World in the realm of remittances.”
Launch Timeline
PayPal World is scheduled to launch this fall with its initial partners. In 2026, Venmo users will gain the ability to make payments for both online and in-store purchases at merchants that accept PayPal’s payment solutions.
