Meta Intensifies Opposition to AI Regulation
Meta, the parent company of Facebook, is significantly increasing its efforts to counter emerging AI regulations. The tech giant is dedicating “tens of millions” of dollars to a newly formed super PAC designed to oppose state-level tech policies that could potentially hinder advancements in artificial intelligence, as reported by Axios.
New Pro-AI Political Action Committee
This initiative, known as the American Technology Excellence Project, represents Meta’s most recent strategy to challenge policies deemed detrimental to AI development. Previously, Meta established a PAC specifically focused on California to support candidates favorable to the tech industry in state elections.
Bipartisan Leadership and Objectives
Axios details that the super PAC will be managed by Brian Baker, a Republican strategist, alongside the Democratic consulting firm Hilltop Public Solutions. Their combined efforts will concentrate on electing politicians from both major parties who are supportive of technology during the upcoming midterm elections.
According to Rachel Holland, a Meta spokesperson, the PAC’s core objectives include promoting and defending U.S. tech firms and their global leadership position, advocating for continued progress in AI, and empowering parents with control over their children’s interactions with online applications and AI technologies.
Addressing Child Safety Concerns
The emphasis on parental control arises amidst escalating concerns regarding the safety of children in relation to AI tools. Meta has faced increased scrutiny following the release of internal documents revealing that its chatbots were permitted to engage in “romantic” conversations with minors.
Furthermore, reports from whistleblowers suggest the company may have suppressed research pertaining to child safety protocols.
PAC Focus and Staffing
Meta has not yet disclosed the specific states that will be the primary focus of its super PAC, nor has it revealed the anticipated number of personnel it will employ.
State-Level AI Regulation Surge
The formation of this PAC coincides with a growing wave of AI regulation proposals across numerous states, driven by a perceived lack of federal action on the matter. Over 1,000 bills related to AI were introduced in all 50 states during the 2025 legislative session.
In California, two bills have already passed and are currently awaiting either signature or veto from Governor Gavin Newsom. These include SB 243, which aims to regulate AI companion chatbots to safeguard minors and vulnerable individuals, and SB 53, which would establish new transparency requirements for large AI companies.
Meta’s Public Policy Stance
Brian Rice, Meta’s VP of public policy, stated that the new group will “support the election of state candidates across the country who embrace AI development, champion the U.S. technology industry, and defend American tech leadership at home and abroad.”
Silicon Valley’s Broader Response
Throughout this year, Silicon Valley has accelerated its efforts to limit states’ authority to enact AI legislation. The argument centers on the difficulty that a “patchwork” of varying state laws would create for large AI companies, potentially hindering innovation as the U.S. competes with China in AI development.
Other Industry Initiatives
Last month, Andreessen Horowitz and OpenAI president Greg Brockman launched a separate Silicon Valley super PAC, allocating $100 million to oppose AI regulation. Earlier in the year, a proposal to completely prohibit states from regulating AI for a decade nearly secured a place in the federal budget, but was ultimately rejected.
