Macron Announces $112B AI Investment: France's Stargate Rival

French AI Investment Surge: €109 Billion Pledged

On Sunday evening, French President Emmanuel Macron revealed a substantial commitment of €109 billion – approximately $112 billion based on current exchange rates – in private investments directed towards the artificial intelligence (AI) ecosystem.

Paris is currently serving as the host city for the Artificial Intelligence Action Summit. This summit represents the third international gathering centered on AI, following previous events held in Bletchley Park, U.K., and Seoul, South Korea.

Accelerating AI Development in Europe and France

“Europe, and specifically France, will be accelerating its progress,” Macron stated during a televised interview broadcast on France 2 and India’s First Post. He was announcing the €109 billion investment in artificial intelligence, which will be implemented “over the coming years.”

He further clarified that this financial commitment is equivalent, proportionally, to the $500 billion initiative announced by the United States through the Stargate program. This ratio accounts for the population difference between France and the U.S.

Investment Breakdown and Key Players

TechCrunch has been tracking investment commitments from both international and domestic sources over recent days. Current totals, as of Sunday, reach up to €83 billion ($85 billion) from the following sources:

  • €30 billion to €50 billion from the United Arab Emirates (and MGX)
  • €20 billion from Canadian investment firm Brookfield
  • €10 billion from Bpifrance
  • €3 billion from French telecom company Iliad

Additional companies, including Orange and Thales, are expected to announce their investment plans shortly, as mentioned by Macron during the interview.

Focus on Data Centers and Startup Competitiveness

A significant portion of these investments will be allocated to the development of new, AI-focused data centers. This strategic direction is reflected in the comparison made to the Stargate initiative.

Macron also highlighted the potential of French AI startups, citing examples like Mistral, Wandercraft, and Owkin. He acknowledged Owkin’s relocation of its headquarters to the U.S., but remains optimistic about Europe’s competitive standing in the AI startup landscape.

He specifically pointed to DeepSeek as an opportunity for Europe to gain ground in the field.

The DeepSeek Approach to AI Innovation

“The initial focus was on scaling up, with the belief that larger size equated to greater strength,” Macron explained. “However, DeepSeek has demonstrated a different path with its open models.”

He continued, “They have integrated and adapted the latest innovations from OpenAI’s models, employing a more efficient and resourceful strategy.” He believes this approach will become increasingly common, emphasizing the importance of continued participation in the AI race.

DeepSeek’s strategy involves leveraging existing innovations to create competitive models without necessarily requiring massive scale.

Mistral’s Data Center Initiative

Arthur Mensch, the co-founder and CEO of Mistral, revealed intentions to allocate substantial funds – amounting to billions of euros – towards the development of an AI cluster. Based in Paris, Mistral is currently a leading European entity focused on creating foundation models capable of rivaling those produced by global tech giants like Alibaba, Anthropic, DeepSeek, Meta, and OpenAI.

Mensch stated on French television channel TF1 that the company intends to invest “several billion euros in a cluster” located in Essonne. This investment aims to facilitate the training of increasingly sophisticated AI systems within a compressed timeframe of just a few months.

Response to Large-Scale Investments

This announcement is potentially a direct response to the Stargate Project. The Stargate Project is a massive $500 billion investment initiative spearheaded by OpenAI and SoftBank. Its goal is the construction of numerous data centers dedicated to AI development within the United States.

It’s important to note that France’s power generation is predominantly reliant on nuclear energy. Furthermore, the nation consistently generates a surplus of electricity, exceeding its domestic consumption. Recently, the French government declared its commitment to dedicate one gigawatt of nuclear power specifically to AI training by the close of 2026.

France as an Ideal Location

With technology companies actively seeking locations for energy-intensive data centers, particularly those powered by carbon-free sources, France is positioning itself as a prime European destination for such projects.

President Macron emphasized France’s unique advantages, stating, “We have an extraordinary lead.” He highlighted the country’s ability to produce electricity that is highly decarbonized, controllable, and safe. He also underscored the stability and security of the French power grid, alongside its capacity to export low-carbon electricity.

According to the French president, the country exported 90TWh of electricity to neighboring nations in 2024. France is now actively pursuing strategies to leverage this energy surplus to attract foreign investment.
