Indian Ministerial Resignations Precede Cabinet Reshuffle

Ravi Shankar Prasad, India’s Minister of Information Technology, and Prakash Javadekar, the Minister of Information and Broadcasting, stepped down from their positions on Wednesday.

This action contributes to a growing number of prominent political figures who have relinquished their roles prior to an anticipated cabinet reshuffle by Indian Prime Minister Narendra Modi.

IT Rule Disputes and Resignations

Prasad, who concurrently held the portfolio of Minister of Law and Justice, and Javadekar, overseeing Environment, Forest, Climate Change, Heavy Industries, and Public Enterprises, resigned amidst ongoing discussions with American technology companies.

These discussions centered on India’s recently implemented IT rules, which came into effect in late May.

Currently, there is no demonstrable connection between the enforcement of these new IT regulations and the subsequent resignations of Prasad and Javadekar.

Prasad's Stance on Social Media Regulation

During a virtual conference last week, Prasad articulated his position on social media platforms operating within India.

He stated, “All social media platforms are welcome to conduct business in India, and are free to offer criticism of myself, the Prime Minister, or any other individual.

However, the core issue concerns the misuse of social media.

Some platforms claim adherence to American laws, despite operating and generating substantial revenue within India; asserting governance by American laws is unacceptable.”

Industry Concerns Regarding New IT Rules

Jeff Paine, Managing Director of the Asia Internet Coalition, expressed concerns in May regarding the potential impact of the new IT rules.

He indicated that the rules could negatively affect the data privacy and security of Indian internet users, as well as hinder the technology sector’s contribution to India’s economic growth.

This is due to the imposition of complex compliance requirements on both domestic and international digital media companies.

Paine further urged the government to collaborate with the industry to ensure the rules are implemented in a manner that minimizes disruption to online platforms, individuals, startups, and the broader technology ecosystem.

Additional Ministerial Departures and Official Confirmation

Other ministers who resigned on Wednesday include Health Minister Harsh Vardhan and his deputy, Ashwani Chaube.

Both faced criticism regarding their management of the coronavirus pandemic response.

“The President, acting on the Prime Minister’s advice, has accepted the resignations… with immediate effect,” confirmed Ajay Kumar Singh, Press Secretary to the President, in an official statement.
