Influence of Tech Billionaires on Federal Agencies

Elon Musk is not the sole technology billionaire exerting influence over the federal bodies responsible for regulating their respective businesses. Following Donald Trump’s assumption of office, over thirty-five individuals – encompassing employees, associates, and investors linked to Musk, Peter Thiel, Marc Andreessen, and Palmer Luckey – have assumed positions within federal agencies.

These appointments have facilitated the channeling of billions of dollars in contracts towards companies owned, established, or financially supported by Musk, Thiel, Andreessen, and Luckey. A Wall Street Journal analysis indicates that these firms have secured over a dozen federal contracts, amounting to approximately $6 billion, since Trump’s inauguration.

Potential Conflicts of Interest

The placement of individuals in departments that oversee, regulate, and award contracts to these four men’s companies is generating significant concern. Such arrangements potentially contravene conflict-of-interest statutes and governmental ethics regulations.

These regulations explicitly prohibit federal employees from leveraging their public positions for personal financial benefit. While the appointment of trusted personnel to government roles is not uncommon, the scale and pace of Musk’s network’s integration are unprecedented.

Increased Rate of Appointments

Previously, reports have highlighted the influx of individuals associated with Musk into roles at DOGE, where regulatory departments impacting his businesses have experienced closures and workforce reductions. Furthermore, at least nineteen other individuals with ties to Silicon Valley, either as founders or investors, have also joined DOGE.

Weakened Ethics Oversight

Daniel Weiner, director of the Brennan Center’s Elections and Government Program, explained to TechCrunch that the second Trump administration differed from recent predecessors by failing to implement additional ethics safeguards for high-level appointees.

Weiner pointed out that Trump dismissed the director of the Office of Government Ethics and seventeen inspectors general, who functioned as oversight bodies for fraud and misuse, shortly after entering office.

Long-Term Governmental Issue

“This situation undoubtedly elevates the possibility of individuals working on issues that, even indirectly, affect their financial interests,” Weiner stated. He further emphasized that this represents a persistent, long-standing challenge within the government, not solely attributable to this particular administration.

Innovation versus Accountability

The integration of personnel affiliated with figures like Musk, Thiel, Andreessen, and Luckey into governmental bodies is a subject of debate. Proponents suggest these individuals possess valuable expertise in advanced technologies, representing a crucial asset for the government's needs and fostering rapid innovation on a global scale.

However, significant concerns emerge when preferential treatment jeopardizes fair competition, or when policy development is influenced by the desire to safeguard existing market positions.

A case in point is the Consumer Financial Protection Bureau’s decision to halt the development of regulations aimed at limiting data brokers, despite escalating privacy issues. This change notably advantages companies operating within the realms of AI, surveillance technologies, and data analytics.

Furthermore, the dismissal of personnel at the National Highway Traffic Safety Administration who were investigating the safety of autonomous vehicles – including multiple investigations concerning Tesla – raises questions about potential interference.

According to Weiner, a key systemic issue facing the U.S. government is the disproportionate influence wielded by the wealthiest entities in shaping both electoral outcomes and subsequent governmental policies.

Mike Kratsios, another individual with Silicon Valley ties – formerly employed by Thiel – currently directs technology policy for the U.S. government. He recently advocated for the removal of regulations perceived as hindering innovation, particularly within the field of Artificial Intelligence.

Weiner observes a tendency within Silicon Valley to assume the success of strategies employed in the private sector can be directly translated to the complexities of governing the United States.

This assumption, he warns, carries the risk of negative consequences for many citizens. The ability to launch a successful startup, even after prior failures, does not automatically qualify an individual to manage a large and complex organization like the Social Security Administration.

Interconnected Networks and Resultant Benefits

A significant degree of connection exists between companies founded or funded by individuals such as Musk, Thiel, Andreessen, and Luckey. SpaceX, led by Musk, received early-stage investment from Thiel’s Founders Fund and Andreessen’s a16z. These venture capital firms have also provided funding to X, xAI, and Anduril, Luckey’s defense technology company.

Extensive Reach into Federal Agencies

This interwoven network of founders, investors, and key personnel extends its influence into numerous federal agencies. Consequently, substantial federal contracts, amounting to billions of dollars, are frequently directed towards these affiliated companies.

Investigations reveal that individuals linked to Musk’s business interests – encompassing Tesla, X, and SpaceX – hold positions within over a dozen agencies. These range from the Executive Office of the President and the Office of Personnel Management to the Departments of Transportation and Energy.

Potential Conflicts of Interest

SpaceX personnel are also present in agencies that have the potential to award new contracts to the company. For instance, Theodore Malaska, a senior engineer at SpaceX, was granted an ethics waiver in February. This waiver permits him to temporarily work at the Federal Aviation Administration while maintaining his position at SpaceX.

While the FAA has not yet awarded any contracts to SpaceX, Malaska has publicly stated that the agency utilized Starlink technology to enhance a weather-observing system in Alaska.

Significant Government Contracts Awarded

SpaceX currently serves as the primary commercial provider for crew and cargo transportation to NASA. Despite concerns regarding national security – including undisclosed Chinese investment and reports of Musk’s substance use – SpaceX secured a $5.9 billion contract in April. This contract, part of a $13.7 billion multi-year agreement with the U.S. Space Force, is for launching Pentagon missions.

The Department of Defense (DOD), a current Starlink customer, also intends to procure SpaceX’s Starshield satellites, a modified, militarized version of its internet satellites.

Influence of Thiel-Backed Companies

Employees associated with firms backed by Thiel have secured positions within the State Department, the Office of Management and Budget, the Department of Health and Human Services, and the Social Security Administration. Palantir, a company supported by Thiel, has already received approximately $376 million in contracts from the Department of Health and Human Services since 2020.

Furthermore, in 2024, Palantir was awarded at least $1.2 billion in contracts from the Department of Defense and is currently vying for an additional $100 million deal.

Joint Bids and Key Nominations

SpaceX, Anduril, and Palantir jointly submitted a multibillion-dollar proposal for Trump’s “Golden Dome” missile-defense program. This initiative would further augment Anduril’s existing contracts with the U.S. Army. Recently, Anduril and Microsoft assumed control of a 2021 contract, valued at up to $22 billion, to develop augmented reality headsets.

Michael Obadal, an executive at Anduril, has been nominated for a senior role within the Department of Defense. His ethics disclosure indicates that he would retain his Anduril stock holdings if appointed.

Requests for comment have been directed to Anduril, Andreessen Horowitz (a16z), Palantir, and SpaceX.

Concerns Regarding Economic Competition

“The concentration of substantial private wealth and political influence presents a considerable risk to our economy,” stated Weiner. “Rather than the government making decisions designed to promote competition and economic growth, there is a genuine possibility that governmental decisions will be structured to safeguard specific companies and industries from robust economic competition.”
