Google Play User Choice Billing Now Available in the UK

Google Introduces User Choice Billing in the U.K.
Google has announced the rollout of user choice billing in the United Kingdom. This allows Google Play developers to integrate alternative billing systems alongside Google’s own.
The implementation begins on March 29th, initially focusing on developers who offer non-game applications.
Alternative Billing as an Option
Developers choosing to utilize this feature won't be able to completely replace Google Play billing. Instead, the third-party option will be presented to users during the checkout process.
A 4% reduction in fees paid to Google will be applied to developers who adopt an alternative billing solution. This accounts for potential charges levied by the third-party providers.
Google’s Standard Fees
Typically, Google receives a commission of up to 30% on in-app purchases and paid application downloads.
In a recent blog post, Google stated that over 90% of developers on its platform express satisfaction with the existing Google Play billing system.
However, the company acknowledged the desire for greater flexibility among some developers. They stated this launch provides an additional payment processing option, empowering users to select their preferred method at checkout.
The Context Behind the Change
The introduction of user choice billing is a response to an investigation initiated by the Competition and Markets Authority (CMA) in 2022.
The CMA’s year-long study of the mobile ecosystem highlighted the potential for regulatory scrutiny regarding the market power held by both Google and Apple.
Anticompetitive Concerns
A key area of concern was the app stores operated by both companies, where they exclusively provided in-app billing services for their respective platforms. This raised questions about a potential anticompetitive duopoly.
In 2023, Google proposed offering user choice billing as a means to resolve the antitrust investigation.
The CMA subsequently launched a consultation period, inviting developers to share their feedback on Google’s proposed solution.
Resolution and Ongoing Regulatory Pressure
Ultimately, the CMA closed its investigation into both Google and Apple last year. It indicated plans to utilize upcoming regulatory reforms, such as the digital market competition bill, to oversee these companies within the mobile market.
Prior to this, Google had already begun permitting third-party billing in other regions due to similar regulatory pressures aimed at fostering greater competition within its app store.

User choice billing is currently available in several countries, including:
- The U.S.
- India
- Australia
- Indonesia
- Japan
- The European Economic Area (EEA)
These regions share the same commission structure and associated charges as the newly implemented system in the U.K.
