Facebook to Implement Labels on Coronavirus Vaccine Posts

Facebook has announced that it will soon be applying labels to all posts discussing the coronavirus vaccination, directing users to verified information regarding COVID-19. This initiative was revealed today as part of a broader effort to address vaccine misinformation and hesitancy.

New Measures to Limit Misinformation

The social media giant also disclosed the implementation of several “temporary” measures designed to curtail the dissemination of inaccurate vaccine-related content. These actions include reducing the visibility of posts originating from accounts that have previously violated its COVID-19 and vaccine misinformation policies.

Furthermore, content repeatedly flagged as False or Altered by independent fact-checking partners will experience reduced distribution. Any COVID-19 or vaccine-related content assessed as “Missing Context” by these partners will also see its reach diminished, according to the official blog post.

Group Administration and Content Approval

Administrators of groups with members or admins who have breached Facebook’s COVID-19 policies will be required to temporarily approve all posts within their respective groups. The implications for groups with a single administrator who has violated policies remain unclear.

Elevating Authoritative Information

Facebook intends to prioritize and “further elevate information from authoritative sources” when users actively seek details about COVID-19 or vaccines. This will ensure that credible information is more readily accessible.

Policy Enforcement and Account Suspension

It was initially unclear whether users consistently violating Facebook’s COVID-19 policies would face account suspension. Update: Facebook has clarified that repeat offenders will be removed from the platform, suggesting the “temporary” measures are focused on addressing the ongoing spread of misinformation even after policy-violating accounts have been banned.

Expanding Vaccine Information Labels

Facebook stated, “We’re continuing to expand our efforts to address COVID-19 vaccine misinformation by adding labels to Facebook and Instagram posts that discuss the vaccines.” These labels will provide users with reliable information about the safety of COVID-19 vaccines, sourced from the World Health Organization.

For instance, labels on posts discussing vaccine safety will emphasize that COVID-19 vaccines undergo rigorous testing for both safety and effectiveness prior to approval.

Global Rollout of Information Labels

The new COVID-19 information labels are being deployed globally, initially in English, Spanish, Indonesian, Portuguese, Arabic, and French, with additional languages to follow “in the coming weeks.”

Targeted Labels for Specific Misinformation

Beyond labeling all posts about COVID-19 vaccines, Facebook will also introduce “targeted” labels addressing specific subtopics related to vaccines. This suggests a proactive approach to countering prevalent anti-vaccine misinformation circulating on the platform.

“We will also add an additional screen when someone goes to share a post on Facebook and Instagram with an informational COVID-19 vaccine label. It will provide more information so people have the context they need to make informed decisions about what to share,” Facebook explained.

Internal Study Reveals Key Drivers of Vaccine Hesitancy

These changes follow the disclosure of an internal Facebook study on vaccine hesitancy, reported by the Washington Post. The study revealed that a small segment of users is responsible for the majority of vaccine-hesitant content on the platform.

“Just 10 out of the 638 population segments [Facebook’s study divided US users into] contained 50 percent of all vaccine hesitancy content on the platform,” the Post reported. “And in the population segment with the most vaccine hesitancy, just 111 users contributed half of all vaccine hesitant content.”

Concerns About Algorithmic Amplification of Misinformation

The MIT Technology Review recently published an article examining Facebook’s internal investigation, conducted by its ‘Responsible AI’ team, into the impact of AI-driven content distribution. The article accused the company of prioritizing growth and engagement over addressing the spread of toxic misinformation and its associated harms.

False claims regarding vaccine safety and efficacy pose a direct threat to public health. Facebook’s response appears to be, albeit belatedly, acknowledging the reputational risks associated with its platform being linked to vaccine hesitancy.

Global COVID-19 Education Drive

Facebook also announced the launch of a global COVID-19 education initiative, aiming to “bring 50M people ‘closer to getting vaccinated’.”

“By working closely with national and global health authorities and using our scale to reach people quickly, we’re doing our part to help people get credible information, get vaccinated and come back together safely,” Facebook stated.

This initiative includes a tool for U.S. Facebook users to locate vaccination sites and schedule appointments, with plans for expansion to other countries as vaccine availability increases.

Instagram Integration of COVID-19 Information Portal

Facebook has announced that the COVID-19 information portal, initially launched within the Facebook app in March of the previous year, will now be available on Instagram. This portal provides users with the latest information from local health ministries and the World Health Organization.

The company is also introducing new stickers for Instagram Stories, designed to encourage vaccination when it becomes accessible to users.

Data and Insights for Public Officials

Facebook is making “new data and insights” on vaccine attitudes available to public officials through its existing COVID-19 dashboards and maps, collected in collaboration with Carnegie Mellon University and the University of Maryland.

CrowdTangle for Tracking Vaccine-Related Content

The platform is also facilitating the tracking of COVID-19 vaccine information dissemination through CrowdTangle’s COVID-19 Live Displays, providing real-time streams of vaccine-related posts in 34 languages across Facebook, Instagram, and Reddit.

Partnerships for Vaccine Registration

Facebook is collaborating with health authorities and governments to streamline vaccine registration processes, as demonstrated in Buenos Aires, Argentina, where WhatsApp is being used as the official channel for vaccination notifications.
