EU to Introduce Digital Green Pass for Cross-Border Travel

The European Commission has announced plans to unveil a legislative proposal this month concerning a “digital green pass,” officially a digital certificate. This initiative is designed to streamline cross-border travel amidst the ongoing coronavirus pandemic.

Details of the Digital Green Pass

According to President Ursula von der Leyen, the forthcoming digital tool will serve as verification of vaccination status. However, its functionality extends beyond vaccination records. The “digital green pass” will also incorporate results from diagnostic tests for individuals who haven’t yet received a vaccine, as well as documentation pertaining to “COVID-19 recovery”.

Von der Leyen emphasized that the system will prioritize data protection, security, and individual privacy.

The primary objective of the Digital Green Pass is to enhance the ease of travel for European citizens. It aims to enable safe movement within the European Union and internationally, whether for professional or leisure purposes.

Further specifics regarding the legislative plan are scheduled to be released on March 17, as reported by Reuters.

Avoiding Fragmentation and Ensuring Standardization

The EU’s executive branch is prioritizing the establishment of a unified, pan-EU system. This is to prevent the fragmentation of the single market that could arise from individual Member States pursuing independent bilateral agreements.

There is also concern about the potential dominance of a third-party commercial system, particularly following announcements earlier this year from several tech companies developing a “universal” vaccine status standard.

Addressing Concerns and Economic Pressures

The Commission is deliberately avoiding the term “vaccine passport” due to the ethical implications of potentially restricting freedoms based on limited vaccine access, which could lead to discrimination.

Simultaneously, the EU executive acknowledges the pressure to support Member States, such as Greece and Spain, whose economies are significantly reliant on cross-border tourism. A common approach to mutually recognizing vaccine documentation was identified as “of the utmost importance” earlier in January.

The proposed pan-EU digital certification for displaying vaccine and COVID-19 test results is considered the optimal solution. It’s currently understood that utilizing the digital pass will not be compulsory.

The Commission refrained from providing additional details when questioned for comment and during a press briefing regarding the digital pass plan.

Implementation and International Cooperation

A key consideration is the speed at which the digital certificate system can be implemented. With summer travel approaching, the Commission faces pressure to expedite the process.

Furthermore, the Commission intends to collaborate with international organizations to ensure the system’s interoperability outside the EU.

Apple recently announced stricter review procedures for vaccine pass apps on iOS, requiring developers to collaborate with recognized public health authorities or associated entities before submission. This change, as reported by the BBC, aims to ensure responsible data handling and reliable functionality.

Last year, European privacy experts collaborated on a decentralized, privacy-safe standard for Bluetooth-powered contact-tracing apps designed to assess COVID-19 exposure risk. However, some Member States, like France, opted for centralized systems, despite Apple and Google’s support for only decentralized contact tracing apps.
