Justin Wenig's Journey in Public Sector Tech

Justin Wenig reflects on his experience at Y Combinator in 2019. During that time, he was developing his initial startup, Coursedog, designed to deliver modernized tools to institutions of higher learning, including those collaborating with state-level departments.

He quickly discovered a common sentiment among his fellow entrepreneurs: a reluctance to engage with the public sector due to its perceived bureaucratic complexities.

Even obtaining fundamental data, such as a school district’s prior-year purchases, involved substantial administrative processes.

Challenges in Public Sector Engagement

“Among hundreds of startups, only a select few were focused on modernizing governmental and educational operations,” Wenig shared with TechCrunch. “Investors often viewed it as a slow, bureaucratic, and difficult-to-scale market. And, truthfully, they had a point – selling to the public sector presented significant hurdles.”

Wenig successfully sold Coursedog in 2021 to JMI Equity for a nine-figure sum and continues to serve on its board. In 2024, he introduced Starbridge, a platform created to assist business sales teams in tracking public sector opportunities, enabling them to proactively submit proposals and bids for grants and budgetary allocations.

On Wednesday, Starbridge announced the completion of a $42 million Series A funding round, spearheaded by Craft Ventures, the firm led by David Sacks.

Data Fragmentation as a Key Obstacle

Wenig identified the primary challenge within the public sector as the fragmented and inaccessible nature of data.

“Essential procurement information is dispersed across various sources, including PDF documents, agency websites, meeting records, and obsolete directories,” he explained, noting that vendors often dedicate considerable time to compiling contact details and other crucial insights.

The platform provides sales teams with a ranked scoring system, developed by Starbridge, to identify public sector accounts most likely to procure new technologies, alongside updates regarding leadership transitions and new initiatives.

“Rather than pursuing irrelevant leads, our clients gain a transparent, data-driven perspective on where to concentrate their efforts and when to take action,” he stated.

Fundraising and Future Plans

Wenig characterized his fundraising experience as “enjoyable,” and indicated that the connection with Craft Ventures originated through a mutual acquaintance. Additional participants in the Series A round included Owl Ventures, Commonweal Ventures, and Autotech Ventures.

To date, the company has secured $52 million in funding, following an initial $10 million seed round.

The startup’s next step involves launching the “Starbridge integrated experience,” designed to provide seamless access to its technology without requiring constant navigation to the Starbridge platform.

“Integration with your CRM, answering account questions via a slackbot, and automatic updates to your sequencer are all part of the plan,” Wenig elaborated.

Competitive Landscape and Shifting Investor Sentiment

Starbridge’s competitors include established players like GovWin and GovSpend. However, Starbridge differentiates itself by incorporating AI-powered workflows on top of its datasets to enhance usability for sales teams.

Wenig recalled the difficulties he faced when seeking funding for Coursedog. “We encountered a lack of interest from venture capitalists,” he said. However, he believes the current AI landscape is fostering a change in investor attitudes.

“While fewer individuals may aspire to political office, there’s a growing desire to build impactful solutions,” he observed. “The emergence of a new generation of purpose-driven founders addressing significant systemic challenges fills me with optimism for the future.”
