Biden Administration Approves AI Data Centers on Federal Land

President Biden's Final Push on AI Infrastructure

As his term nears its conclusion, President Joe Biden continues to shape the landscape of the artificial intelligence industry.

On Tuesday, President Biden enacted an executive order facilitating the leasing of federal properties – specifically sites owned by the Department of Defense and the Department of Energy – to private sector AI firms for the construction of AI data centers.

Requirements for AI Data Center Development

Companies undertaking this development will be obligated to procure sufficient clean energy resources to fully offset the electricity demands of their respective data centers.

It’s important to note that this initiative isn't a grant program. AI companies will bear the complete financial responsibility for the construction, operation, and ongoing maintenance of these facilities.

Strengthening U.S. AI Leadership

The White House articulated in a press statement that the order aims to fortify and safeguard U.S. dominance in the global AI arena.

A key objective is to diminish the reliance of domestic AI companies on foreign nations for access to essential AI tools and infrastructure.

Furthermore, the administration pledges to allocate the necessary resources to the relevant departments, ensuring swift and effective evaluation and approval of bids for federal sites.

The Growing Energy Demand of Data Centers

The executive order’s focus on renewable energy is particularly significant given the substantial energy consumption of data centers.

Currently, data centers account for 4% of the total U.S. power usage, as reported by the Electric Power Research Institute.

Projections indicate this figure will escalate to 9% by the decade's end.

According to a JLL report, overall data center power demand is anticipated to double within the next five years.

Recent AI Regulations and Export Controls

This executive order follows closely on the heels of a new set of regulations and guidelines announced by the Biden administration concerning AI chip exports.

These regulations introduce stricter limitations on exports to several countries, including China and Russia.

A quota of 50,000 chips has also been established for the majority of other nations worldwide.

Potential Reversal Under the Next Administration

However, these orders are being issued with less than a week remaining in President Biden’s term.

A significant possibility exists that many of these policies will be reversed upon Donald Trump’s return to office.
