Initiate the Run dialog by simultaneously pressing the Windows key and the 'R' key. Subsequently, type 'regedit' and press Enter to launch the Registry Editor.

Within the Registry Editor, navigate to the following path:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Accent

On the right-hand panel, a new DWORD (32-Bit) Value needs to be created. Name this new value 'DefaultColorSet'.

Modify the 'Base' setting to 'Decimal'. Then, assign a numerical value between 0 and 24. A selection of commonly used colors is provided below:
